JOB SUMMARY
This position has the responsibility for the overall planning, organizing, and execution of all information technology (IT) functions of the Genesee District Library (GDL). This includes directing IT operations to meet patron and staff requirements as well as the support and maintenance of existing applications and the development of new technical services and solutions.  An integral component of this position is the ability to train other staff on the use of software, hardware and other technology.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  *   Performs all supervisory responsibilities associated with the IT department including employee related issues such as training, coaching, evaluations and disciplinary actions.
  *   Evaluate business needs, objectives and goals, researching products available and designating procedures to best meet GDL needs.
  *   Ensures the consistency and maintainability of existing applications by creating, maintaining and enforcing standards/procedures for implementing technical solutions.
  *   Directs operations in executing production tasks according to schedules.
  *   Directs and prioritizes the workload of department personnel.
  *   Participates on all hardware and software evaluations and maintains vendor contracts.
  *   Review on a continual basis departmental procedures, GDL information technology policies and procedures, staffing and equipment for maximum efficiency while controlling costs.
  *   Stays abreast of the latest developments in information technology and remain highly technically competent at all levels of data processing while striving for enhanced user productivity.
  *   Enforce GDL policies and procedures as a member of management for all employees.
  *   The ability to load software upgrades, when necessary.
  *   Working with affiliate organizations to maximize GDL patron services.
  *   Prepares reports as needed for the Director, Management Team Members, Library Board and other agencies as required.
  *   Develop and maintain a Disaster Recovery plan for network.
  *   Attends board meetings as scheduled.
  *   Performs related work as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  *   Extensive knowledge and experience with equipment repair and diagnosis, networks (WAN and LAN) and software applications, personal computers and software applications.
  *   Strong interpersonal skills with the ability to work well with a diverse staff and patronage.
  *   Ability to analyze information related to computer technology to assist in directing GDL management in the selection of software and hardware to meet organizational needs.
  *   Ability to work in a team environment and maintain effective working relationships with general public and employees.
  *   Ability to exercise strong judgment in analyzing, evaluating and solving problems of procedural, organizational, administrative and technical nature.
  *   Demonstrated aptitude for learning new technologies.

EDUCATION, TRAINING AND EXPERIENCE

  *   Must have a Bachelor's Degree in Business, Computer Science or related field.
  *   Master's Degree in a Computer related field preferred.
  *   Two or more years of experience with library automated systems, preferred.
  *   Experience with DYNIX Horizon or Innovative Interfaces a plus.

WILL BE REQUIRED TO
*       Work a flexible schedule as needed.
*       Be on call for emergencies weekends and evenings.

WORK ENVIRONMENT
The location of the work site is primarily the GDL Headquarters location.  The position requires travel to the branches of the GDL and could involve travel to other library systems should the scope of the department enlarge to include other library systems in lease or contract agreements. Interaction with vendors is also required. Noise level in the work environment is usually low, within acceptable decibel levels, and work is performed indoors.

While performing the duties of this job, the employee will frequently sit, stand and walk.  The employee is occasionally required to stoop, kneel, and reach forward and above the head.  The employee will occasionally lift and/or move equipment up to fifty (50) pounds.  Specific vision and hearing abilities are required by this job.

SPECIAL REQUIREMENT
Possession of a valid Michigan driver's license and vehicle for use on company business.
