Quantity matters. 
Dell will give you a better price, for example, if you purchase multiples of the same configuration. 
Time may change my opinion, but Dell 9010s have been working well for us for a couple of years. 

If your library is a branch of the municipality, CDWG.com is where you should be looking.

I am wondering what PC vendors you have used successfully.  In the past we have used TechSoup and a local computer company.  At this time I am finding reasonable rates on CDW for new computers, but want to make sure I'm not missing out on something.
