[Michlib-l] Question about Library Privacy Act

Is it legal for our library to use patron data to send a newsletter,
fundraising letter or any kind of communication other than an overdue?   We
don't request permission on our library application.

I've read through the Michigan Library Laws Handbook, but I'm still unsure.
