I recently found out that the Cass County Public Library in Missouri
has a seed library program, which was recently mentioned on their
blog. They may be able to tell you something about their experiences.

The laws that you refer to seem to be at the state level, but similar
language may occur in several states' laws.

Some libraries have reportedly turned to hosting events at which
gardeners can exchange seeds directly between themselves instead of
holding the seeds in a library collection.
