Here's the update I received this a.m. in response to my "what the heck's going on" query.  Speaks for itself:
Currently, the IRS is considering options concerning the Tax Forms Outlet Program for 2016 and is in the process of making a decision. During this process, we are considering the tax filing data and feedback we received from you last year.  We will email updated information to you when it’s available. We will also post the information on TFOP News and Updates Thank youIRS TFOP Administrator
