Hi Sylvia, 

I don't think anyone charges for internet or computer use. 

The public pays for it through their tax dollars.  

And as for the staff time in monitoring this activity, I feel that what we invest in terms of staff and time, comes back to us in greater public support of the super service and access to technology we provide to everyone, young and old.

what your yearly revenue from those charges are on your budget.  And, also
