I am not a lawyer, however, my understanding is that “charitable gaming” involves people exchanging money for a chance to win prizes. How it is setup and run determines whether it is a raffle or some other type of game. Since most Libraries do not charge money to attend their Summer Reading Programs or to win incentives (prizes), I would think they fall outside of the licensing requirements.
