Position Title: Librarian II - Collection & Digital Resources Manager

Position Grade:  A-3  Range:  26.28 to 32.45 per hour.  Exempt position.

Reports to: Director



Position Summary

Manages the department responsible for collection development, acquisitions and processing, library catalog and discovery, electronic resources, and library data. The Collection Manager oversees development of the library’s collections, both physical and digital, including; policies and procedures, access, budget, selection, acquisition, processing, promotion and evaluation. Directs a team of selection, cataloging and processing specialists. Serves on the Management Team and other cross-departmental teams as directed.



Essential Functions

Collection Development. Manages and directs the selection, maintenance and de-selection of materials; develops and implements collection development models according to current professional standards; uses data to analyze collection needs, performance and trends; plans and coordinates the creation of new and special collections; with management team, establishes policies and procedures ensuring equitable access to resources.



Acquisitions & Processing. Develops a responsive budget and administers the expenditure of collection funds; coordinates inputting, processing, mending and withdrawal procedures; establishes technical services workflows to maximize efficiency and access to materials; works with library jobbers and vendors.



Catalog, ILS & Discovery. Oversees bibliographic record creation within a shared cooperative, sets local cataloging standards intended to maximize discovery; supervises assignment of call numbers; establishes local ILS protocols for item entry; performs local database maintenance; selects, evaluates and implements web-based catalog discovery products and coordinates with IT and library cooperative on integration.



Electronic Resources. Plans and coordinates the selection, acquisition, implementation and evaluation of public electronic resources; creates a budget that anticipates use and demand; performs contract negotiation with vendors; works with IT on website and network integration of e-resources; creates staff and public training resources; works with community relations in promotion of resources; establishes criteria and oversees catalog entry of electronic materials.



Data Management. Collects data for library statistical reports, including circulation, ILL and use of physical and digital collections; prepares State Aid data on collections; assists in the setup of data products across the organization; selects, evaluates and implements data products for use in collection development; analyzes data trends to improve outcomes and compiles reports as requested.



Other Duties. As a member of the Management Team, serves as supervisor-in-charge; works public service desk shifts and performs other duties as assigned.



Qualifications

This position requires a Master’s degree in library or information science and a minimum of five years experience in a public library as a professional librarian. Management experience preferred.



The ideal candidate will possess exceptional organizational and problem-solving skills, along with demonstrated familiarity with collection development principles; an understanding of library catalog best practices; experience selecting electronic resources and a proven ability to use data tools to analyze performance, trends and outcomes. A sound understanding of library functions and systems, including the ILS (III Sierra) is critical. An effective team leader will be able to interpret and communicate the library’s mission and core values and apply them to the provision of library collections.

Frequently requires the ability to handle stress gracefully



Frequently requires the ability to “multi-task” (successfully handle more than one issue at a time)
