The successful candidate will advance the Library & Cultural Arts Strategic Framework<https://www.carlsbadca.gov/civicax/filebank/blobdload.aspx?BlobID=35968>, providing meaningful, quality library and cultural arts services and programs through its three locations to 115,000 diverse community residents. The position reports to the deputy city manager and works directly with several advisory boards and commissions appointed by City Council. The Fiscal Year 2019-2020 operating budget is $13 million. Key opportunities include: continuing to be a community connector; exploring additional external partnerships; enhancing the existing partnerships with support organizations that include the Carlsbad Library & Arts Foundation, the Friends of the Library, and the Carlsbad Friends of the Arts; designing department services and programs to respond to community expectations, and developing and retaining an engaged and empowered staff.

Responsibilities. This position provides oversight and direction of the city's Library & Cultural Arts Department.  Under general policy direction, this position plans, directs, supervises, and coordinates library and cultural arts programs; performs professional library work; and performs related administrative responsibilities as required. Key responsibilities include, but are not limited to: (1) planning, organizing and directing the city's library, cultural arts and historic preservation programs; (2) developing, recommending, and implementing department policies and procedures; (3) managing staff through other supervisors, setting goals and objectives; selecting, training and motivating staff; assessing performance and making salary recommendations; (4) representing the Library & Cultural Arts Department in the community and at professional meetings as required; and (5) coordinating department related activities with other city departments, divisions, and outside agencies. Qualifications. Any combination equivalent to experience and education that will provide the required knowledge and abilities may qualify a prospective candidate. A typical way to obtain the knowledge and abilities would be: (1) an MLS/MLIS from an ALA-accredited program; (2) five years of library leadership/management experience in the operation of a medium to large municipal library preferably with some cultural arts and historic preservation aspect; and (3) three years supervisory experience at a senior management level.  The successful candidate will also demonstrate visionary leadership skills, excellent interpersonal skills, the ability to build productive relationships through political acumen and effectiveness, promote collaborative partnerships through civic engagement, and a thorough knowledge of current trends, technologies and "best practices" for library and cultural services.
