[Michlib-l] EO 2020-192 Moves region 8 (the Upper Penninsula) to Phase 4

Governor Whitmer signed EO 2020-192 (https://content.govdelivery.com/attachments/MIEOG/2020/10/02/file_attachments/1562009/EO%202020-192.pdf ) this afternoon which moves Region 8 (The Upper Penninsula) back into phase 4 as a result of an uptick in Covid-19 infections.
* REGION 6 IS NOT AFFECTED BY THESE CHANGES. LIBRARIES IN REGION 6 ARE UNDER THE REQUIREMENTS LISTED FOR THEM IN EO 2020-183 & EO 2020-184, AND IN EFFECT ON 10/9/2020
* THESE RESTRICTIONS ARE ALREADY IN EFFECT AS OF 10/9/2020 FOR REGIONS 1-5&7 UNDER EO 2020-183 & 2020-184
These amendments are requiring Region 8 to adhere to the same restrictions in social gathering and organized events; overall occupancy restrictions, and remote work requirements as Regions 1-5 &7
Changes below go into effect on October 9,2020
Specifically, Region 8 is now subject to the same occupancy and gathering limits and Regions 1-5, and 7.
That is:
For Libraries in the UP (Region 8) this means:
Amendment of EO 2020-183 (https://www.michigan.gov/whitmer/0,9309,7-387-90499_90705-540600--,00.html) , Section 6:
Social Gatherings and Organized Event limitations:
Theaters and spaces with FIXED SEATING (seats attached to the floor)- Occupancy is 20% of occupancy rather than the previous 25%.
Meeting rooms and event rooms with NON-FIXED SEATING (that is standard meeting, event, conference rooms)- occupancy is now 50 sq. ft per person (or 20 people per 1,000 sq. ft.) rather than the 40 sq. ft. per person listed in EO 2020-183.
Amendment of EO 2020-183 (https://www.michigan.gov/whitmer/0,9309,7-387-90499_90705-540600--,00.html ) section 1:
Region 8 is included in the " Work that is able to be dome remotely MUST be done remotely." (Rather than the previous "Work that is able to be done remotely SHOULD be done remotely.")
Amendment of EO 2020-184 (https://www.michigan.gov/whitmer/0,9309,7-387-90499_90705-540568--,00.html) , Section 6:
Libraries are again required to limit overall occupancy to 25% of total occupancy for buildings with LESS than 50,000 sq. ft.
Buildings with public space of 50,000 sq. ft. or more must limit to 20 people per 1,000 sq. ft.
