With the $7.17 billion emergency fund, the Federal Communications Commission will have to issue regulations within (now) 44 days to carry out Congress' instructions to allow library & school off-campus connections and covering 100% of "reasonable" costs.
Details on what is "reasonable" as well as when and how the funding will be distributed are not yet available.
