State Treasurer Speaks at Michigan 10,000 Small Businesses Initiative

[10,000 Small Businesses Program]State Treasurer Rachael Eubanks recently spoke to a cohort of 35 small business owners participating in the 10,000 Small Businesses (10KSB) program in Detroit.

Over the last eight years, Goldman Sachs has been supporting local, growth-minded small businesses in Michigan through its 10KSB program in Detroit. This 100-hour business education program is delivered in partnership with Wayne State University, Macomb Community College, and Oakland community college.

Through the program, participants gain practical skills in topics such as negotiation, marketing, and employee management that can immediately be put into action. In addition, individuals receive the tools and professional support to develop a strategic and customized growth plan that will take their business to the next level.

There have been nearly 600 graduates of the Michigan 10KSB program, with another 35 small business owners currently participating in their Michigan cohort.

Gov. Whitmer Expands MI Classroom Heroes
COVID-19 Grants

[COVID-19 Learning]Gov. Gretchen Whitmer and State Treasurer Rachael Eubanks recently announced the expansion of the MI Classroom Heroes COVID-19 Grants to include a new grant program for Great Start Readiness Program (GSRP), Head Start, adult education and young adult (ages 18-26) special education classroom teachers.

"The MI Classroom Heroes COVID-19 Grants are just a small token of our gratitude to educators for going above and beyond during the pandemic," Governor Whitmer said. "When COVID-19 hit, teachers worked around the clock to quickly transform from in-person teaching to remote instruction to ensure that their students could continue learning. It is simply the right thing to do to expand these grants to include all specific program teachers across the state."

The GSRP, Head Start, Adult Education and Young Adult Special Education Teacher COVID-19 Grant Program enables these specific program teachers to receive up to $500 for extra hours worked and costs incurred during the beginning of the COVID-19 pandemic last spring.

A state budget appropriation signed by Governor Whitmer at the end of 2020 provides $2.5 million to make specific program teachers eligible to receive a MI Classroom Heroes COVID-19 Grant, who were not eligible under previous programs.

"The Classroom Heroes COVID-19 Grants provide funds that our educators so richly deserve for their outstanding work during the pandemic," said David Hecker, President of the American Federation of Teachers Michigan. "In addition to the money, these grants are a sincere showing of respect for our teachers and support staff, and what they do for Michigan's students."

Full-time and part-time GSRP, Head Start, adult education and young adult special education teachers in a school district or nonprofit nonpublic school classrooms during the 2019-2020 school year prior to moving to remote learning are eligible.

To receive up to $500, specific program teachers must have performed at least 75% of their standard instruction workload in brick-and-mortar classrooms prior to moving to remote instruction on April 2, 2020.

"My staff has been working with school districts and other stakeholders to help ensure that all eligible teachers and support staff receive the MI Classroom Heroes Grants," State Treasurer Eubanks said. "We will work urgently to ensure these specific program teachers receive their much-deserved grant payments."

The state Treasury Department is working with the Michigan Department of Education, school entities and other education partners to implement MI Classroom Heroes COVID-19 Grants. Eligible specific program teachers should consult the school entity where they worked during the 2019-2020 school year to ensure they receive a grant.

Grant funding checks for the GSRP, Head Start, Adult Education and Young Adult Special Education Teacher COVID-19 Grant Program are anticipated to be sent directly from the state Treasury Department to teachers in June.

"Expanding the MI Classroom Heroes Grant to GSRP staff is a tremendous acknowledgement of the value of the work that they do every day," said Scott Koenigsknecht, Deputy Superintendent of the Michigan Department of Education. "These educators are committed to helping our earliest learners develop the social emotional and academic skills that will help them be prepared to successfully enter kindergarten. We appreciate them being recognized for the heroes that they are."

Under the Teacher and Support Staff COVID-19 Grant Programs - the first two grant programs under the MI Classroom Heroes COVID-19 Grants umbrella - more than 138,000 K-12 teachers and support staff payments were sent MI Classroom Heroes Grants checks. More than $51 million is being distributed to eligible K-12 public school teachers and support staff and nonpublic school teachers.

First Adult-Use Marijuana Payments Distributed to Michigan Municipalities, Counties

[Payments]The Michigan Department of Treasury is distributing nearly $10 million to more than 100 municipalities and counties as a part of the Michigan Regulation and Taxation of Marijuana Act.

This month, 38 cities, seven villages, 21 townships and 38 counties received payments from the Marihuana Regulation Fund<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Flnks.gd%2Fl%2FeyJhbGciOiJIUzI1NiJ9.eyJidWxsZXRpbl9saW5rX2lkIjoxMDIsInVyaSI6ImJwMjpjbGljayIsImJ1bGxldGluX2lkIjoiMjAyMTAzMjkuMzc5MTkzMzEiLCJ1cmwiOiJodHRwczovL3d3dy5taWNoaWdhbi5nb3YvZG9jdW1lbnRzL3RyZWFzdXJ5L0ZZMjBfX01SRV9XZWJfUmVwb3J0XzAyLTIzLTIxXzcxNzk2NF83LnBkZiJ9.EyOfwkNN5B21KDHoN1Yn62RcKgyvuopBEVKMUm0S5zU%2Fs%2F1184377876%2Fbr%2F101168333892-l&data=04%7C01%7Cwhites29%40michigan.gov%7C0fe731ae97b1492add8808d8f2f993a8%7Cd5fb7087377742ad966a892ef47225d1%7C0%7C1%7C637526501039643812%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=fkcq9qg4bJJMm%2FVP1m3FZHnV4KGL1iXLm84ySh6DcYY%3D&reserved=0> for every licensed retail store and microbusiness within its jurisdiction. For the state's 2020 fiscal year, this means each eligible municipality and county received around $28,000 for every licensed retail store or microbusiness.

"The revenue generated from marijuana taxes and fees is important to our local governments," State Treasurer Rachael Eubanks said. "In this extraordinary time, our staff is working to get those payments to impacted municipalities and counties. Every dollar helps right now."

For the state of Michigan's 2020 fiscal year, more than $31 million was collected from the 10% adult-use marijuana excise tax. Combined with fees, there was a total of $45.7 million available for distribution from the fund.

State law outlines how much is distributed from the Marihuana Regulation Fund<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Flnks.gd%2Fl%2FeyJhbGciOiJIUzI1NiJ9.eyJidWxsZXRpbl9saW5rX2lkIjoxMDMsInVyaSI6ImJwMjpjbGljayIsImJ1bGxldGluX2lkIjoiMjAyMTAzMjkuMzc5MTkzMzEiLCJ1cmwiOiJodHRwOi8vbGVnaXNsYXR1cmUubWkuZ292L2RvYy5hc3B4P21jbC0zMzMtMjc5NjQifQ.bBnyyPiErjJsUF_2itdEpdlrSmbDgevKlzMXhupCg1Y%2Fs%2F1184377876%2Fbr%2F101168333892-l&data=04%7C01%7Cwhites29%40michigan.gov%7C0fe731ae97b1492add8808d8f2f993a8%7Cd5fb7087377742ad966a892ef47225d1%7C0%7C1%7C637526501039653782%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=gr1SBYwPfe5ZdjhphvHkrAxphW%2FMASx8GoEYnKMOyRo%3D&reserved=0>.

Aside from the nearly $10 million in disbursements to municipalities and counties, around $11.6 million will be sent to the School Aid Fund for K-12 education and another $11.6 million to the Michigan Transportation Fund, upon appropriation. The remaining $12.5 million amount will be used toward start-up and administrative costs.

In total, more than $341 million in adult-use marijuana sales was reported for fiscal year 2020.

"The team at the Marijuana Regulatory Agency did a tremendous job getting the adult-use licensing program established and operating efficiently," said MRA Executive Director Andrew Brisbo. "Infusing over $28,000 per retailer and microbusiness into local government budgets across the state is very impactful and shows how strong and successful the industry is becoming."

State Priority Consideration FAFSA Deadline Extended to May 1

[FAFSA]Students who want to be given priority consideration for state of Michigan financial aid programs now have some extra time to complete their Free Application for Federal Student Aid.

Commonly known as the "FAFSA," this application is a critical step when applying for grants, scholarships and other forms of financial assistance. Academic Year 2021-22 FAFSA submissions now received at the federal processor on or before May 1 -- rather than the original March 1 deadline -- are given priority consideration for the Michigan Competitive Scholarship and Michigan Tuition Grant.

"Completing the FAFSA should be on top of everyone's list when applying for college financial aid," said Robin Lott, executive director of Treasury's Office of Postsecondary Financial Planning. "We are hopeful that this deadline change will help families who have been faced with challenges during the pandemic. Please do not delay and complete this free application today."

Students who wait to complete their FAFSA after the new May 1 deadline may not receive all the financial aid they could have been entitled to receive.

Prior to completing the FAFSA online, the student and at least one parent or guardian must obtain a Federal Student Aid ID (FSA ID) at www.fafsa.gov<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Flnks.gd%2Fl%2FeyJhbGciOiJIUzI1NiJ9.eyJidWxsZXRpbl9saW5rX2lkIjoxMDcsInVyaSI6ImJwMjpjbGljayIsImJ1bGxldGluX2lkIjoiMjAyMTAzMjkuMzc5MTkzMzEiLCJ1cmwiOiJodHRwczovL3d3dy5mYWZzYS5nb3YvIn0.UbSJGcXHLtIh6MDCtp1L_K98Zg-Rhd4QvZwUvY_RFUg%2Fs%2F1184377876%2Fbr%2F101168333892-l&data=04%7C01%7Cwhites29%40michigan.gov%7C0fe731ae97b1492add8808d8f2f993a8%7Cd5fb7087377742ad966a892ef47225d1%7C0%7C1%7C637526501039663737%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=K3aJwtK%2FbKgg9Ss%2FF5i9LDMHFH%2Fc6eWSAYF%2BdhnbQvc%3D&reserved=0>. Grants Available for Financially Distressed Cities, Villages and Townships

[Treasury Local Government]Cities, villages and townships experiencing financial struggles can now apply for a grant to help fund special projects and free up tax dollars for important services.

Applications are now being accepted for the Financially Distressed Cities, Villages and Townships (FDCVT) Grant Program. Municipalities interested in applying for an award must submit applications to the state Treasury Department by 11:59 p.m. on Monday, May 17, 2021.

All cities, villages and townships experiencing at least one condition of "probable financial distress" as outlined in the Local Financial Stability and Choice Act are eligible to apply for up to $2 million. A total of $2.5 million in funding is available for the state Treasury Department to award through the FDCVT Grant Program for the 2021 fiscal year.

Grant funding may be used to pay for specific projects or services that move a community toward financial stability. Preference will be given to applications from municipalities that meet one or more of the following criteria:

  * A financial emergency has been declared in the past 10 years.
  * An approved deficit elimination plan for the General Fund is currently in place.
  * Two or more conditions indicating "probable financial distress" currently exist.
  * The fund balance of the General Fund has been declining over the past five years and the fund balance is less than 3 percent of the General Fund revenues.

Due to requirements outlined under state law, school districts are not eligible for funds from this grant program.

Michigan Infrastructure Council Debuts Public and Private Infrastructure 'Dig Once' Coordination Tool

[Michigan Infrastructure Council]Infrastructure owners across water, transportation, utilities and communications now have a new tool to document future construction after a new "dig once" project portal was released by the Michigan Infrastructure Council (MIC).

Known as "The Portal," this new tool enables infrastructure owners in both public and private infrastructure sectors to document future construction. Using Geographic Information Systems (GIS) technology, The Portal alerts owners of overlapping projects and provides contact information, enabling the opportunity for a "dig once" approach at a work site.

"The Portal is an essential step in ensuring our state's infrastructure is managed seamlessly," Gov. Gretchen Whitmer said. "Since the first day of my administration, I have prioritized fixing our state's roads and bridges and ensuring all Michiganders have access to safe, clean drinking water. Public and private partners who use this tool will be able to communicate on how to best approach a work site, allowing them to save money and time, while enhancing collaboration on specific projects."

Often, infrastructure projects are done independently with little or no coordination with other work site stakeholders. This means a road may be torn up repeatedly at different times to address different types of work site infrastructure, like water, utility lines and broadband.

When a road is repaired or a right-of-way is opened for water line or utility maintenance, The Portal provides infrastructure owners an opportunity to take advantage of that construction process to inspect, repair and replace other infrastructure at the same time.

Benefits of collaboration include costs savings, efficient use of resources and reduced burden on residents near a work site.

"This tool is the hub for our spoke-and-wheel approach to enabling infrastructure owners across the state to work together," MIC Chairperson John Weiss said. "Knowing what major public and private infrastructure owners are going to be working on is exciting because it enables everyone to collaborate. If a road is being reconstructed, water and other utilities can inspect and address projects at the same location."

The MIC hopes The Portal will help shift Michigan's infrastructure focus from reactive response toward strategic long-term asset management.

"We are always looking for opportunities to improve service to our customers and reduce the cost of our projects," said Marco Bruzzano, Vice President of Corporate Strategy for DTE and MIC voting member. "Having a portal that provides greater visibility of infrastructure projects in our service territory will allow us to better coordinate construction, limit traffic interruptions and look for savings opportunities as we work with our regional partners."

The Michigan Economic Development Corporation (MEDC), along with Lt. Governor Garlin Gilchrist II, is helping lead the Connecting Michigan Taskforce, which advises and assists in improving coordination among stakeholders in addressing broadband and technology access and adoption issues in the state.

"Building and strengthening broadband infrastructure throughout Michigan will be a driver of economic recovery efforts statewide and The Portal will be an invaluable tool in helping to increase new broadband development and removing barriers to construction," said Sarah Tennant, Sector Development Director at the MEDC. "COVID-19 has highlighted the incredible need for fast and reliable broadband technologies to ensure every Michigan resident is able to fully participate in our economy - whether that is through remote work, telehealth or virtual learning. The Portal will get us one step closer to achieving that goal."

For more information about The Portal, go to the MIC's website at www.Michigan.gov/MIC<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Flnks.gd%2Fl%2FeyJhbGciOiJIUzI1NiJ9.eyJidWxsZXRpbl9saW5rX2lkIjoxMTQsInVyaSI6ImJwMjpjbGljayIsImJ1bGxldGluX2lkIjoiMjAyMTAzMjkuMzc5MTkzMzEiLCJ1cmwiOiJodHRwczovL3d3dy5taWNoaWdhbi5nb3YvTUlDIn0.gQBcaTkptsVhnlF0eWwr8arN5cvDGl-nHM6wkRv2CWk%2Fs%2F1184377876%2Fbr%2F101168333892-l&data=04%7C01%7Cwhites29%40michigan.gov%7C0fe731ae97b1492add8808d8f2f993a8%7Cd5fb7087377742ad966a892ef47225d1%7C0%7C1%7C637526501039693606%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=PN%2BfEGRWMAXhoaagZrXyvLuiSI2Zgn%2Bmj%2FQhnHEwAV0%3D&reserved=0>.

The Michigan Infrastructure Council brings together local utility and infrastructure owners, regional representatives, finance and policy experts, and state department leaders to coordinate infrastructure-related goals and develop a long-term strategy for Michigan's infrastructure assets.

Governor Whitmer Secures Bipartisan Support to Give Michiganders More Time to File Individual State Income Tax Returns

[Deadline Extended]State of Michigan individual income tax annual returns are now due on May 17, 2021.

The new filing deadline comes after the Internal Revenue Service extended its deadline to the same date<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Flnks.gd%2Fl%2FeyJhbGciOiJIUzI1NiJ9.eyJidWxsZXRpbl9saW5rX2lkIjoxMTUsInVyaSI6ImJwMjpjbGljayIsImJ1bGxldGluX2lkIjoiMjAyMTAzMjkuMzc5MTkzMzEiLCJ1cmwiOiJodHRwczovL3d3dy5pcnMuZ292L25ld3Nyb29tL3RheC1kYXktZm9yLWluZGl2aWR1YWxzLWV4dGVuZGVkLXRvLW1heS0xNy10cmVhc3VyeS1pcnMtZXh0ZW5kLWZpbGluZy1hbmQtcGF5bWVudC1kZWFkbGluZSJ9.1mTIrPBJfbxDb7JSGNF3K7ZSzVQaV2Zi56Kkk6yVIS4%2Fs%2F1184377876%2Fbr%2F101168333892-l&data=04%7C01%7Cwhites29%40michigan.gov%7C0fe731ae97b1492add8808d8f2f993a8%7Cd5fb7087377742ad966a892ef47225d1%7C0%7C1%7C637526501039703562%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=BOLx4L%2BktpyzWh5OL0FQMLrSETqCAHv9FsjgHrNxXEA%3D&reserved=0>. For the benefit and convenience of taxpayers, both the beginning and end of income tax filing season are the same as the IRS.

"I'm happy to announce that we are giving Michiganders extra time on their taxes this year," said Governor Whitmer. "This has been a difficult year for everyone, and by moving the income tax payment date, I hope families have the buffer they need to get their finances in order. I am grateful for the money going out to Michiganders under the American Rescue Plan and proud of the state-level pandemic relief we've delivered to families and small businesses. Together, we'll build our economy back better."

"Taxpayers are trying to understand how the federal stimulus and the COVID-19 pandemic is impacting their taxes," State Treasurer Rachael Eubanks said. "We are continuously evaluating how we can assist taxpayers. Changing the state's filing and payment deadlines can help individuals figure out their next steps as we navigate these extraordinary times."

"Our members have been adamant to find relief everywhere we can for the people of the State of Michigan," said Matt Hall, chairman of the House Tax Policy committee. "We have been prepared with legislation to extend the April 15 filing deadline this year and we're grateful that Treasury and the administration are working to waive penalties and interest in the meantime."

"Federal COVID-19 relief, including moving the due date for individual income tax returns to May 17, is vital to our recovery as a state," said House Democratic Leader Donna Lasinski, D-Scio Twp. "We need to do everything we can to get relief to Michigan workers, small businesses, families and schools impacted most by the COVID-19 pandemic; extending the deadline to file taxes is a part of what is needed and the right thing to do."

Individual taxpayers who need additional time to file beyond the May 17 deadline can request an extension to Oct. 15, 2021. Taxpayers requesting additional time to file should estimate their tax liability and pay any taxes owed by May 17, 2021, to avoid additional interest and penalties.

Because the extension is limited to the 2020 taxes, first quarter estimates for tax year 2021 remain due on April 15, 2021.

Taxpayers who are owed a refund are encouraged to file their state income tax returns so they can receive their refunds. More information about e-filing is available at www.michigan.gov/mifastfile<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Flnks.gd%2Fl%2FeyJhbGciOiJIUzI1NiJ9.eyJidWxsZXRpbl9saW5rX2lkIjoxMTcsInVyaSI6ImJwMjpjbGljayIsImJ1bGxldGluX2lkIjoiMjAyMTAzMjkuMzc5MTkzMzEiLCJ1cmwiOiJodHRwczovL3d3dy5taWNoaWdhbi5nb3YvbWlmYXN0ZmlsZSJ9.qlcRCTlRnqLUonXGQl51UhNMuXidFZPBi3Nj6lKp-NU%2Fs%2F1184377876%2Fbr%2F101168333892-l&data=04%7C01%7Cwhites29%40michigan.gov%7C0fe731ae97b1492add8808d8f2f993a8%7Cd5fb7087377742ad966a892ef47225d1%7C0%7C1%7C637526501039713518%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=0ICGCr0O3tnXSgEx7wdZVnU63rLDOS6qRK76Txyy14o%3D&reserved=0>.

Changes to city income tax deadlines require state legislation.

"It is imperative the Michigan Legislature quickly pass legislation extending the city tax deadline in our state to parallel the recent extension at the federal level," Sen. Stephanie Chang (D-Detroit) said. "Hardworking Detroiters and their families have disproportionately struggled in countless ways during the pandemic, and this small but significant gesture would go a long way toward ensuring all parties are accounted for this tax season."

Don't Wait to File Individual Income Tax Returns

[Surprised]Michigan taxpayers who collected unemployment benefits and have not yet filed a state income tax return can file their returns as soon as they are able.

The federal American Rescue Plan Act excludes unemployment benefits up to $10,200 from income for tax year 2020 for those within certain income brackets<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Flnks.gd%2Fl%2FeyJhbGciOiJIUzI1NiJ9.eyJidWxsZXRpbl9saW5rX2lkIjoxMTgsInVyaSI6ImJwMjpjbGljayIsImJ1bGxldGluX2lkIjoiMjAyMTAzMjkuMzc5MTkzMzEiLCJ1cmwiOiJodHRwczovL3d3dy5pcnMuZ292L2Zvcm1zLXB1YnMvbmV3LWV4Y2x1c2lvbi1vZi11cC10by0xMDIwMC1vZi11bmVtcGxveW1lbnQtY29tcGVuc2F0aW9uIn0.emoMWbxLHcpSW-Lp_1Lpu5RUqU9gVd0gl95VwG8QKyQ%2Fs%2F1184377876%2Fbr%2F101168333892-l&data=04%7C01%7Cwhites29%40michigan.gov%7C0fe731ae97b1492add8808d8f2f993a8%7Cd5fb7087377742ad966a892ef47225d1%7C0%7C1%7C637526501039862863%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=yXAR51DaM5bnbeOEyJcrukbKPurGvpRDN1QMga0%2Bgno%3D&reserved=0>, providing tax relief on both federal and state income taxes. Taxpayers who may have anticipated owing taxes may now be entitled to a refund.

"Please don't hesitate to file your individual income tax return," State Treasurer Rachael Eubanks said. "Taxpayers who think they owe taxes often wait to file right up to the filing deadline. The American Rescue Plan changes the dynamic of the 2020 tax year and this year's filing season. A larger than anticipated refund could provide much-needed assistance during the pandemic."

At this time, taxpayers who collected unemployment benefits and have already filed their tax year 2020 federal and state income tax returns should not file an amended state or federal return. The Michigan Department of Treasury is waiting for federal guidance to help taxpayers receive any state refund they may be owed in the easiest way possible.

Additional guidance will be coming from the Michigan Department of Treasury soon.

Employee Assistance Grants Mailed to More Than 55,900 Michiganders

[Restaurant]Governor Gretchen Whitmer on March 18 announced that more than 55,900 individuals who work in entertainment, recreational and indoor food-service venues will begin receiving grant payments of $793.

Applications were processed through the Michigan Restaurant and Lodging Association Educational Foundation (MRLAEF).

The grants are part of the Employee Assistance Grants program, which was created through a $45 million bipartisan budget appropriation signed by Governor Whitmer in late 2020. Individuals whose employment was impacted by the COVID-19 pandemic were eligible to apply for the grants in January.

"As we continue to address the effects of COVID-19, our top priority is providing financial relief to Michigan families and small businesses, so that we can grow our economy and get back to normal," Governor Whitmer said. "This special grant program puts dollars in the pockets of Michiganders who work in hospitality, entertainment, recreation, accommodation and food services sectors -- as well as the gym and fitness sectors. These Michiganders have made great sacrifices and continue to make great sacrifices as we fight COVID-19."

Michiganders impacted by the MDHHS pandemic orders must have been working in one of the following industries to qualify for an Employee Assistance Grant:

  *   Bars

  *   Banquet Halls
  *   Bowling Alleys
  *   Cafeterias
  *   Casinos
  *   Caterers

  *   Food Trucks
  *   Golf Courses
  * Hotels, Motels, Bed & Breakfast, Resorts
  *   Nightclubs
  *   Restaurants

  *   Theaters

The MRLAEF processed the applications in January and February and notified applicants of approval or denial. The Michigan Department of Treasury began mailing checks to approved grant recipients on March 17.

"Michigan's restaurant and hotel employees need help," said Justin Winslow, President & CEO of the Michigan Restaurant and Lodging Association. "We are honored to administer these much-needed grants. These dollars provide assistance for the hardship experienced during these extraordinary times."

Applicants must have been Michigan residents, demonstrated proof of employment in one of the industries noted above on Nov. 18, 2020, when the MDHHS pandemic orders took effect, and proved being negatively impacted financially because of furlough, layoff, job loss or a reduction in hours worked.

The MRLAEF founded the Hospitality Industry Employee Relief Fund early in 2020 after the first "Stay Home, Stay Safe" precautions. The foundation has raised several million dollars for displaced restaurant and hotel workers, processing many checks for those in need, including CARES Act dollars approved by the Michigan Legislature and signed by Governor Whitmer.
