[Michlib-l] Determining Contract Community Fees

HI all,Van Buren District Library has a community that has contracted for services for 30 years now. The deal that was struck in 1991 was for their population's annual penal fines, state aid, and an additional yearly token fee. While this deal may have made sense 30 years ago, now in 2022 this community is only paying pennies on the dollar as compared to what our residents pay in property taxes.For those of you who have contract communities, how did you determine a fee that was fair to both your taxpayers, and to the community to which you're selling services?
