[Michlib-l] [all-tln] Magazine Binders

Lyon Township operates the same way as Auburn Hills - used to use them,
discontinued when we went to curbside only at the beginning of COVID-19,
now letting current and past copies circulate. Doesn't seem to be affecting
wear and tear too much.
