Or maybe call a carpenter.  If the library can buy some lumber and has
access to someone with woodworking equipment and skills, you might be able
to build your own replica of a London police box, circa 1965.  Add a
flashing light on top and some whooshing/grinding noises, and you're off to
Gallifrey.
