HUMAN RESOURCES SPECIALIST

POSITION SUMMARY
Under the management of the Business Services Department Head, the Human Resources Specialist is responsible for providing support to the Department Head, performing a variety of confidential administrative tasks related to human resources and general library business operations. Acts as a liaison with other departments, staff members and outside agencies. The nature of the work may require evening and weekend hours. This is a regular full-time salaried position and is exempt from overtime under FSLA guidelines.

REQUIRED QUALIFICATIONS AND SKILLS

  *   Associates degree or equivalent combination of education and experience in human resources, office management or a related field.
  *   Two years' experience in an office environment or equivalent experience that demonstrates advanced office management skills.

SCHEDULED HOURS AND COMPENSATION

  *   Monday - Friday, 8:30 AM - 5:00 PM; occasional evenings or weekends
  *   $44,800 - $50,400 per annum
  *   Paid vacation time, sick leave, personal business days, holidays (including birthday and discretionary holiday)
  *   Heath Care Coverage, prescription coverage, dental insurance, long- and short-term disability, term life insurance, employee assistance program (EAP)
  *   Defined contribution retirement plan with matching funds up to 5% of salary per annum

ESSENTIAL DUTIES AND RESPONSIBILITIES

  *   Posts, accepts and vets employee and volunteer applications following established policies and procedures.
  *   Provides initial intake, processing and orientation of newly hired paid staff and volunteers.
  *   Working across departments, ensures continued support and training of new hires. Documents staff development and training.

  *   Maintains accurate data in employee personnel files, HR & Payroll and Time & Labor software, and SharePoint documents.

  *   Assists new and existing staff in navigating the library's Time & Labor software and answers questions related to payroll and benefits.
  *   Compiles, prepares and ensures timely process of bi-weekly payroll.
  *   Explains human resources policies, procedures and standards to new and existing employees.
  *   Manages building access/key control by issuing and updating employee ID-access cards and keys. Maintains and updates relevant records on SharePoint and Sonitrol's website.
  *   Completes employment verification requests from outside agencies.

  *   Manages CPL Stellar Staff employee recognition and award program.
  *   Chairs the library's Social Committee; plans moral boosting events throughout the year while remaining within budget.

  *   Compiles data for State Aid reporting and other statistical agencies as approved. Reviews and/or interprets statistical data accurately. Provides statistical charts and graphs for CPL website as requested.
  *   Formats, publishes, and maintains departmental directories, internal documents and other publications.
  *   Maintains CPL's Employee Policy Handbook and Volunteer Policy Manual, publishing updates as approved by the Library Board of Trustees.


OTHER DUTIES AND RESPONSIBILTIES

  *   Assists Accountant as needed in the handling and recording of daily library revenues and preparation of weekly bank deposits following established procedures.
  *   Assists Accountant as needed with recording of library donations using donor software according to established procedures. Generates fundraising statistics as needed.
  *   Assists in year-end transfer of Business Office files following established procedures for record retention.
  *   Serves on workgroups/committees and participates in library initiatives as assigned.
  *   Accepts special assignments or duties in support of the library's goals and objectives.
  *   Independently or with others, makes recommendations, researches, implements and monitors projects as assigned.

  *   Stays informed of library news and events via review of all forms of library communication: website, email, SharePoint, library newsletter and blog.  Contributes content as appropriate.
  *   Enforces library policies using a polite and professional approach.

REQUIRED QUALIFICATIONS AND SKILLS

  *   Associates degree or equivalent combination of education and experience in human resources, office management or a related field.
  *   Two years' experience in an office environment or equivalent experience that demonstrates advanced office management skills.
  *   Possesses the willingness and ability to take self-initiated action in the pursuit of tasks, goals and projects and follow through to a successful completion.

  *   Demonstrated experience with common computer applications, including the Microsoft Office Suite.
  *   Ability to maintain confidentiality of private and/or sensitive information.
  *   Demonstrated strong organization and planning skills as evidenced by the ability to adapt to changes in the work environment; manage competing demands; deal with frequent change, delays or unexpected events; and set priorities.
  *   Ability to follow directions, respond to management direction; keep commitments and complete tasks on time.
  *   Excellent organizational and interpersonal skills.
  *   Ability to speak clearly and persuasively in positive or negative situations; ability to listen, get clarification, and respond well to questions.
  *   General knowledge of library operations and services, including an understanding of and adherence to fundamental principles of open access to library materials and the privacy rights of patrons.
  *   Consistent display of public service attitude that reflects the library's values.

PREFERRED QUALIFICATIONS

  *   Bachelor's degree or equivalent combination of education and experience in office management, human resources or a related field.
  *   Three years of experience in general office work.
  *   HR Professional accreditation.
  *   One year of experience in a human resources environment.

ESSENTIAL FUNCTIONS

  *   Sufficient clarity of speech and hearing which permits the employee to communicate verbally and in writing.

  *   Sufficient vision that permits the employee to produce and review a wide variety of materials in both electronic and hard copy form.

  *   Ability to work effectively under stressful conditions in a fast-paced environment.
  *   Ability to sit for long periods, and the ability to bend, reach, stoop, or crouch.
  *   Ability to lift and carry boxes up to 25 pounds.
