Job Title: Human Resources Technician

Hiring Range: $39,900 - $48,900

Position Summary 

Under the direction of the Human Resources Lead, the Human Resources Technician assumes tasks in developing, implementing, and maintaining the smooth operation of the Human Resource functions for the Library. Works closely with the Library’s management team to recruit, develop, maintain and schedule a skilled workforce. 


Essential Duties and Responsibilities include the following; other duties as assigned: 

    * Uses scheduling software to serve as back up to compose and maintain system-wide library staff schedules. 
    * Prepares, organizes, maintains and updates personnel files for all current and former staff. 
    * Maintains electronic databases and paper files of staff employment information and other personnel and labor relations information covering topics such as employee recruitment, training, staff development, payroll data and performance appraisals. 
    * Complete documentation pertaining to newly hired, transferred and promoted employees, and processes documentation according to established procedures. 
    * Prepares job vacancy announcements and coordinates announcement posting and distribution. Places ads in various media to obtain applicants and maintains up-to-date records on AADL job advertisements and sources. 
    * Processes all employment applications and refers to appropriate supervisory staff in accordance with established procedures. 
    * Schedules interviews for prospective regular employees and promotional candidates as needed; acts as contact person throughout the recruitment and selection process. 
    * Schedules, prepares, organizes and assumes the lead role in the New Employee Orientation process for all newly hired staff. 
    * Exercises independent judgment in determining priority levels of all work assigned. Assures that high priority items are completed in a timely manner. 
    * Assists in responding to inquiries made to the Human Resources department; electronically, in person and on the phone. 
    * Assists in maintaining Human Resources information on Library’s internet and intranet sites. 
Minimum Qualifications include: 


    * High school diploma or general education degree (GED); or six or more months of related experience and/or training; or equivalent combination of education and experience. 
    * Proficiency in the use of PC and Mac computers and thorough working knowledge of MS Word, Excel and PowerPoint. 
    * Ability to work with little direction and to take initiative in setting priorities, management of multiple projects with competing deadlines, and solving problems using independent discretion. 
    * Willingness to learn an HRIS system in a networked environment. 
    * Excellent oral, written and interpersonal skills. 
    * Ability to exercise discretion, make reasonable and sound judgments and maintain confidentiality. 
    * Ability to interact knowledgeably, professionally and diplomatically with diverse internal and external customers and to maintain a friendly and positive demeanor. 
    * Ability to concentrate despite numerous and frequent interruptions. 



Preferred Qualifications include: 

    * Experience with online recruiting. 
    * Experience working in human resources. 
    * Education beyond the high school level.
