We struggle with this too-- and the staff hours is definitely a guideline.
We try to program for events (Halloween, Christmas, SRP, March is Reading
Month, etc.), to answer community demands,(crafts, science for kids, adult
speakers), more-or-less- by categories: Weekly: 1 storytime in-house, and 1
off-site minimum
Monthly: 2 take-home craft kits, plus 2 kids craft/activity, plus 2 adult,
plus 1- gaming and 1 bookclub.
Quarterly: 1 STREAM event (minimum), plus community events tie-ins
Yearly: SRP, Banned Book, Library Card, Pride, Juneteenth, etc.
Special: Eclipse, Elections, Parades, Farmers Markets, etc.

This is never as firm as we'd like it, but....
