[Michlib-l] Tax Increment Financing

I've spoken to a few of you, but are there any libraries out there who have had their millages capped as part of their city's/DIDA's  Tax Increment Financing plan?

If so,  what are your feelings about it?  Thanks for any insight you can offer...
