Thank you, Erin Ross from Buchanan District Library... the mystery has been solved! I have a very happy patron (who happens to be my aunt, lol).
This book was originally published in 1946 as "The Pedlar of Colored Threads," later reissued as "The Peddler of Colored Threads."
Thank you to everyone who offered title suggestions and recommended sites to search. 🙂

"... it was an old children's paper type book. It is about trying to capture a dragon with colored stings, or the dragon shot out colored strings. The dragon started out mean, not sure if it became nice or not. It was not a Golden book. Had ships and sea; Asian people."
