Clare,
I took a look at the FAQ sheet produced by LEO and saw a reference under
item 19d about minors being
exempt from the act when there's a valid cooperative agreement or
work-based learning program in
place between the employer and the school, with a copy of the executed
agreement on file at the
worksite.
After reviewing the language in MCL 409.118, it seems to me that a work
permit wouldn't be required for
a student who is 14 or older, as long as such an agreement exists, federal
regulations are followed, and
the signed agreement is on file before the minor begins work.
I'm assuming this would mean you could create a standing agreement with the
school district for all of the students who wish to volunteer for the
library?

nonpublic
school.
Sec. 18. This act does not apply to or prohibit the employment of a student
minor 14 years of age or older
by an employer if a written agreement or contract is entered into between
the employer and the governing
body of the school district, public school academy, or nonpublic school at
which the minor is enrolled. The
employment shall not be in violation of a federal statute or regulation and
a signed copy of the agreement
shall be on file in the place of employment before the minor begins
employment.
