Quick question for the collective...

First time I've had someone want to "solicit" at the library and not sure of legalities. Woman wanted to hand out information and give a spiel about (against) the new wireless meters that Consumer's is installing.  I told her that she can, but that she had to be away from the door.  She was pleasant but aggressive towards people in the parking lot - made them uncomfortable.

Where's the best place for me to find out what her rights are and how to protect my patrons?

Thanks in advance!  I appreciate your replies that are saving me time on a sunny Saturday afternoon... when I'm late meeting my kid! :->)
