I think that like the 1099 family of forms, it is an “employer” form.  Employers are supposed to fill them out and issue them to their employees.  And the IRS wants the employers to get those (blank) forms directly from the IRS. Probably so they can register or keep track of who the employers are, I guess?

Hello Michigan Library Hive Mind!
I've got a question about printing tax forms for our library patrons. Even though we don't receive any federal forms for our patrons, we have printed them off from the IRS website in the past. Today, when a patron requested form 1096, I found the PDF on the IRS website, but it includes a warning that the form cannot be printed and scanned. Instead, it asks the user to order the form.
Does anyone know why this would be? Is this only the case with certain forms?
