[Michlib-l] 2nd annual Read by Grade Three Law report

EPIC<https://epicedpolicy.org/rbg3/> released the second annual Read by Grade Three Law report on Monday. Main findings include the fact that 52% of Michigan's third-grade students have had a "reading deficiency" identified at some point between first and third grade, teachers want more literacy-focused professional development, and only 0.3% of tested students were actually retained by districts under the Law. The report also found that teachers spent less time, on average, leading literacy instruction this year compared to last year (Detroit News, MSU Today, Chalkbeat Detroit, and Bridge, WZZM).
