The Michigan Department of Civil Rights produces a handy guide for identifying and properly managing Service Animals:

Emotional Support animals or Therapy dogs are NOT service animals under the ADA . Libraries can implement their own policies for these animals in compliance with applicable building and health codes.

Libraries ( or any other establishment) may ask a patron with a service animal two questions:

Is the animal a service animal required because of a disability?
What work or task has the animal been individually trained to perform?

If the person refuses to answer, access can be denied to the animal, but service would have to be provided to the person without the animal present.

In addition, service animals must be under the control of their handler at all times. Aggressive behavior or behavior that demonstrates that the animal is not under the control of the handler can result in the animal being removed or excluded.

If the animal has an accident, the owner or handler is responsible for cleaning the mess.

As with all policies, have the library’s attorney review any service animal policy before implementation to ensure that it complies with applicable state and Federal law.

Others may be more up to date but my last experience was that there are no documents you can require that can prove a dog is a bona fide service dog.

What are the policies of dogs in the library?  My response was service dogs. Emotional support.  Is there something we can ask for for that or do we take their word for it?
Yesterday I found out that there are no elections in our district except in November of next year.  That doesn't leave room for a second chance, so I need to have my wording in by August and be on the ballot this year?  How does Headlee reductions fit in to asking for my full amount back?  So instead of retiring and running the Yes campaign, I will do the millage and just plain retire!! lol
